Kuotsai Tom Liou is Professor and Chair in the Department of Public Administration at the University of Central Florida. Dr. Liou’s research areas include public management reform, organizational behavior, economic development, and public budgeting and finance. He has published 2 books and more than 40 articles in such referred journal as Public Administration Review, Policy Studies Review, Review of Public Personnel Administration, Public Personnel Management, Public Budgeting & Finance. Liou has also served as a research and management consultant for public and nonprofit organizations.
